Relation between congestion control schedule and calling rate

Abstract(in English) A control against disaster congestion has been proposed. It permits making a call only in a certain period assigned for a user group. This control enable us to reduce communication demand, that is, holding time in spite of no restriction of holding time. The calling rate for one user increases. We conducted experiments when the number of user groups was ten and the periods to permit making a call were 10 min, 30 min, 60 min, and 90 min. This article investigates the relation between the calling rate and the periods to permit making a call.
