Collating a government notice announced by the MHLW with international standards concerning functional safety and stop control of machinery

Abstract(in English) This paper firstly discusses the relationships between the machinery which is operated in a space with (a) person(s) and the international standards being recently published/revised and concerning industrial/personal care robots, adjustable speed electrical power drive systems as well as safety-related stop control. Next, the modes of operation of the emergency stop system (ESS) which has both of (a) emergency stop button(s) and a common part shared with a basic control system (BCS) are studied for the overall systems where the BCS has or has not the stop safety function. As the result it is revealed that the modes of operation can become not only a low demand but a high demand mode of operation. This finding suggests that a part of the descriptive content in the government notice "the technical guidance for the safety of the machinery by functional safety" announced recently by the Ministry of Health, Labour and Welfare (MHLW) may not be appropriate.
