| 抄録(和) | まず，人と同一の空間で機械類の運用が実行されるようになった背景と，最近発行又は改正された産業用ロボット，生活支援ロボット，可変速電気駆動システム及び安全関連停止制御に関する諸規格との関係について論及している．次に，“非常停止ボタンの安全関連システム”が“運転用の制御システム”から独立していない全体システムにおいて，当該制御システムが安全機能を有しない及び有する場合での“非常停止ボタンの安全関連システム”の運用モードについて考察している．その結果，運用モードは，高頻度作動要求モードのみならず低頻度作動要求モードの場合があることを示している．この研究結果は，厚労省により公示された機能安全による機械の安全確保のための技術上の指針の記述内容が妥当でないことを示唆している． |
| 抄録(英) | This paper firstly discusses the relationships between the machinery which is operated in a space with (a) person(s) and the international standards being recently published/revised and concerning industrial/personal care robots, adjustable speed electrical power drive systems as well as safety-related stop control. Next, the modes of operation of the emergency stop system (ESS) which has both of (a) emergency stop button(s) and a common part shared with a basic control system (BCS) are studied for the overall systems where the BCS has or has not the stop safety function. As the result it is revealed that the modes of operation can become not only a low demand but a high demand mode of operation. This finding suggests that a part of the descriptive content in the government notice "the technical guidance for the safety of the machinery by functional safety" announced recently by the Ministry of Health, Labour and Welfare (MHLW) may not be appropriate. |
