| 抄録(和) | 情報通信分野の国際標準化動向を振り返り、国際標準化の舞台が国際的な機関から民間のフォーラム・コンソーシアムなどの組織へと移行している状況を改めて確認し、その中で活動する企業が特許を中心とした知的財産権を戦略的に取得してきた経緯と、技術の融合を背景とした異なる立場の企業間の対立、および各国行政機関の最近の対応について解説する。この技術融合は将来的にも継続すると思われ、ICT関連企業にとっては大きな市場の広がりが期待できるが、そこへのアプローチの仕方が見えにくい状況になっているため、これまでにも増して「自発的な広い意味での標準化活動」が重要になることを指摘する。 |
| 抄録(英) | This lecture reviews historical trends on standardization in the Information and Communication Area, and reconfirms that the main drivers of the standardization have shifted from international organizations to industrial fora and consortia, then, explains how companies, who are active in the area, have acquired Intellectual Property, mainly patents strategically, and conflicted with each other under the situation of technology convergence, as well as corresponding actions by government authority in various regions. This technology convergence is considered to continue in the future, which would provide enormous enlargement of the market for ICT companies, but, would make it unclear for the companies how to approach the market. Therefore, the companies must be more active in engaging in voluntary standardization as the broadest mean. |
