| Abstract(in English) | In civil disaster relief activities in disaster affected areas, disaster volunteer centers established by Social Welfare Councils and disaster relief organizations are important. While organizations to be responsible for public assistance, such as fire departments, police, and the Self-Defense Forces, have their own mobile communication equipment and routinely operate it, these civil support organizations do not have it. In addition, their bases in the affected areas are located in different location than their normal offices, they are forced to work under poor and ad hoc communication environment. Such situation of a disaster volunteer center could be improved by dispatching a set of network instruments and a supporting staff. In most cases, the 20 sets are sufficient for all disaster volunteer centers in Japan. |
