An adjustment method of priority channel rates for emergency calls to follow their fluctuations using moving average in the Satellite/Terrestrial Integrated Mobile Communications System

Abstract(in English) The Satellite/Terrestrial Integrated Mobile Communications System [1], in which handy phone terminals can access to the satellite directly by using a large satellite antenna, is expected to play the role of infrastructure to supply mobile phone services, when terrestrial mobile systems cannot be used owning to their non-functional base stations in disaster area. We consider making emergency call accesses successful is very important. Therefore, we proposed setting priority channels used for emergency calls only and the other channels used for the both of emergency calls and general calls. Also, it was shown through simulations that the setting Priority Channel Rate for Emergency Call (PCREC) proper to offered load of emergency call yields no call loss in emergency calls with efficient channel utilization [2]. In large scale disasters, emergency call demands will be strong and emergency call attempts will fluctuate drastically. In this paper, we purpose an adjustment method of PCREC to catch up with emergency call fluctuation, using moving average of emergency call attempts number getting from call access observation during constant time interval. Also, it is shown through simulations with traffic models, in which emergency call attempts rapidly increase, that the proposed PCREC adjustment method can catch sharply up with the emergency call increase, as the observation number for moving average calculation reduces, but this also induces channel utilization rate decreases.
