Balancing Content Filtering and Education

Abstract(in English) In general, ICT devices and networks in schools have introduced content filtering which limits access to the Internet. Conventionally, content filtering was designed to block the viewing of websites deemed to contain “harmful information” unnecessary for educational purposes, such as lewd images. However, following the enactment of relevant laws and regulations as Internet-related troubles evolve into societal issues with the spread of mobile ICT devices, access to resources including video hosting services, blogs, communication sites such as SNS, and cloud systems will be restricted in the name of preventing trouble. In particular, content filtering at primary and secondary schools in fact operates in a state of “overblocking” in which access even to content beneficial and useful for education is restricted beyond the extent necessary. In effect, content filtering — which was supposedly introduced to support digitization and information education in schools — has brought about a situation with jumbled priorities in which content filtering has actually ended up being a hindrance. Therefore, in this paper, we examine why content filtering at schools falls into a state of “overblocking”, and we consider the factors thereof. In addition, we clarifying the equilibrium between content filtering and education, and we propose the desirable operational guidelines of content filtering at school.
