Performance evaluation of Store-carry-forward method for electric power supply at the time of disaster

Abstract(in English) The rapid restoration of lifeline after a disaster is important. Especially, restoration of electricity is extremely important. If electricity supply stops, a great deal of trouble occurs in the shelter life and civic life in the affected areas, leading to disease progression of victims in medical institutions. Therefore, more rapid restoration of electricity supply is required. Even if electricity supply is broken off in large-scale wide-area disaster such as earthquake, electric generation plant and storage facilities could have escaped the damage. In addition, there is no possibility that the whole of a road network is not impassable. To achieve the rapid restoration of electricity supply by using this situation, in the previous research, we proposed a store-carry-forward electricity supply method such that an electric vehicle (EV) and a plug-in hybrid vehicles (PHV) having a storage facilities deliver electricity from an electric generation plant to the points of demand such as medical institutions. The rapid restoration of electricity supply can be achieved by this method. However, immediately after a disaster, the communications infrastructure also becomes damaged. Therefore, the store-carry-forward electricity supply method should be designed based on the information and communications technology called DTN (Delay- and Disruption-Tolerant Network) to deal with more realistic situation. In this paper, we evaluate the store-carry-forward electricity supply method by realistic simulation by using actual road network topology, location of the facility and necessary amount of power at facilities.
