Abstract(in English) The number of inbound tourists and foreign citizen is increasing these days and some companies grasp this fact as a huge business chance. Those companies place high expectations on developing new business model for foreigners. Some frameworks, which are high versatility, to develop new business model are proposed in previous works. However, purpose and considerations are different by a category of business in a business. In this research, we proposed expanding the existing framework by concentrating on public service and business of tourism. In addition, we considered example of utilization using proposed framework in order to support creating new service and business in Japan.
