A consideration of the method to determine reliability requirement of telecommunication networks based on the contribution to disaster mitigation

Abstract(in English) There are many structures of cooperation of two networks. The speech path and control layer in telephone networks or so called “overlay-networks” and so on. We have investigated the method to determine reliability objectives of these networks under the recognition that the first network is supported network and another is support network. This structure is also found in the disaster condition. The human activity under disaster conditions are supported by telecommunication networks. This report investigates the possibility to determine the reliability objective under disaster condition based on the effect to reduce the evacuation time by the simple model.
