Complaint Data Analysis to Estimate Issue Resolution Date

Abstract(in English) Recently, there has been growing Government 2.0 movement which means local problems reported by citizens are published on the Web, and resolved by both citizens and officials in a city management section by taking charge of part of the problems in accordance with the problem contents. On the other hand, because the state of correspondence concerning reported situations are also published, citizens feel dissatisfaction for the city management section if slow to resolve. If the city management section can show citizens the number of days needed to solve each problem, the dissatisfaction of the citizens would be alleviated. In this paper, we try to estimate the number of needed days using complaint reports which are records of actual complaints and complaint processing. Also, we conducted experiments to estimate the number of needed days using kernel density estimation. The experimental results show the following findings: (1) Frequent words in complaint reports are not useful for the estimation. (2) There are less words to be related to the number of needed days in complaint reports. (3) Variance-based keyword extraction is useful for the estimation. (4) Weighting in the estimation is not always useful.
