Delay Tolerant Post-Disaster Information Collection Network for Communities

Abstract(in English) In recent years, extreme events have overwhelmed the response capacity of different agencies and have affected many communities. When a large-scale disaster strikes, situational awareness over the disaster area is important because first responders need timely and accurate information to assess the situation in the affected area, and to provide an effective and immediate assistance. However, in the aftermath of a disaster, power failures and impaired communication can result in a breakdown of communication and lack of timely information. We then utilize a mobile ad-hoc delay tolerant network to gather and transmit critical disaster-related information. A mobile ad-hoc network is a suitable approach since we can leverage the mobile devices of the people that are already present in the affected area. They are the ones capable of sending first-hand or ground zero information, and with the use of the participatory framework, near real-time information of disaster events can be required. In this study, we introduce our application for the participatory information collection network capable of creating, sending, receiving, and aggregating disaster-related information over a delay tolerant network. We present the target scenario and the technical challenges encountered in the implementation of the system in one of the disaster-stricken communities in the Philippines.
