[Invited Talk] Effective Utilization of Mobile Communication Technology for Life-Saving

Abstract(in English) On March 11, 2011, the most powerful earthquake of seismic intensity 7, magnitude 9.0 happened in North coast of Miyagi, which brought the most serious damage in wide areas of north-east Japan since records began. Facing this unexpected disaster, it was a fact that all the existing and accomplished technical work was failed to fulfill its role completely to support people and save their lives under such circumstance. The mobile phones, which more than 80% of the people brought with them at the time of escaping disaster as tools to support themselves, did not work as their expectations in severely damaged areas due to damage on the base stations and lost all functions together with loss of its battery life and the “golden 72 hours” (the urgent initial response period) was just passed without maximum use of them to support the people. Taking these facts into consideration, a new structure utilizing some technical parts of mobile phones being widely used to be applied for the searches of victims in mountainous areas and/or for the rescuers at emergency scenes such like where houses and buildings are collapsing is proposed and its effectiveness is also described in this report. In addition, the on-going experiment to inspect operability of this proposal is picked up and solutions from both technical and Operation aspects are also considered. Finally, the prospective evolution beyond this proposal is described.
