Abstract(in English) The language support service through "Easy Japanese" has been implemented since the Great Hansin-Awaji Earthquake. In areas where foreign populations are located, such as Fukushima a Prefecture, it is necessary to know whether this support that foreign residents required has been implemented and met the needs of these groups when the Great East Japan Earthquake had occurred. Due to the multi-cultural symbiosis, the authentic language support might not have been successful unless language rights were taken into consideration. However, "Easy Japanese" should be considered carefully from the point of view both of the language security and the symbiosis language for Japanese and foreign residents. Therefore, the significance of the language support is investigated in order to help save their lives.
