Disaster information transmission system based on key frame of Japanese Sign Language.

Abstract(in English) If a disaster, for example, such as metropolitan epicentral earthquake occurs, there is a need to convey quickly and accurately disaster information to victims. On the other hand, deaf people that do not native speakers of Japanese, has a large cognitive burden to information obtained through a text-based system, such as e-mail and chat, it is not easy to read in the emergency information quickly and accurately. Although video communication system is required to interact with sign language, it is difficult to transmit large video files at slow line. In this study, as a technique for reducing the data capacity of a sign language video, it is focused on the spatial representation of the sign language, distinctive image frames on reading the meaning of the sign language (keyframes) only the key frame communication scheme for transmitting a I suggest. In this report, we describe the concept of key frame communication system, is described disaster information transmission experiment that assumes the event of an earthquake.
