Inter-Layer Handover Control Based on UE Speed for Layered Cell Configuration

Abstract(in English) The overlaid cell structure, in which a lot of small cells are deployed in a macro cell, is nowadays considered as an effective method to overcome rapidly increasing mobile data traffic. In the cell structure, frequent handovers due to UE's high speed mobility become an issue, which cause the increase of signaling load and the degradation of mobility robustness. To suppress handovers, we proposed the inter-layer handover control, in which base stations estimate UE speed, and keep high-speed UEs connected to macro cells without handing over the UEs to small cells. In this paper, in order to prevent unnecessary handovers which do not contribute to traffic offload, we propose a method deciding the threshold based on UE speed and time of stay for every small cell, and clarify its performance with computer simulation.
