Proximity-based Air Traffic Control Difficulty Index

Abstract(in English) Future air traffic management is expected to be based on aircraft trajectory information. For studies of this area, performance indices such as safety and complexity are required to be developed. As one such index, the authors propose a metrics associated with the difficulty of air traffic control based on the proximity situation of aircraft pairs. This metric reflects three-dimensional proximity using horizontal and vertical distances independently. To apply this to evaluating the difficulty of control of airspaces in which multiple aircraft exist, the aircraft pairwise metric must be converted to an airspace-wise metric. This paper briefly describes a method of extending the pairwise proximity-based metric to an airspace-wise index, and presents calculation examples for simple cases.
