Abstract(in English) This paper introduces the development of a railway congestion forecasting system using an AI-human pair pro- gramming system. In AI-human pair programming, a human first programs the experience and knowledge important for congestion forecasting as a data flow, and then the AI optimizes the data flow based on the correlation of the data. The system congestion obtained in this development case study showed a high degree of agreement with actual congestion. This shows the effectiveness of the AI-human pair programming system.
