Abstract(in English) Tor is the most widely used application-layer anonymity protocol; however, its performance degradation due to its feature that messages are sent through several hosts makes it unsuitable for many scenarios. In contrast, recently proposed network-layer anonymity protocols provide anonymity with less performance degradation by forwarding packets using route information encrypted by autonomous systems on the path. An unsolved problem of these protocols is that they can be abused by clients to send malicious traffic to servers while hiding their identities. This paper designs a method to guarantee accountability of such malicious clients while preserving the anonymity of other honest clients.
