Proposal for Small and Medium River Flood Warning System Using Big Data

Abstract(in English) Recently, floods in small and medium-sized rivers have been increasing due to extreme weather conditions. It is important to predict the danger of such floods as soon as possible and to encourage residents to evacuate in good time. In this study, we propose a smaller river flood warning system that predicts floods based only on river water levels and rainfall, which are publicly available as big data and are easy for residents to understand. Furthermore, through the experiments targeting real rivers with level 3 flood warnings, we show that the system can predict whether or not to issue a flood warning in advance with high accuracy. in these experiments, based on the history of past flood warnings, water levels of targeting and upstream observation points, and rainfall, the threshold values for each river observation point are set.
