Abstract(in English) In recent years, there has been an increase in mobile traffic, causing a higher demand for mobile lines with larger capacity. To address this, attention has been given to building high density networks where many SBSs (Small cell Base Stations) are placed within the coverage of a conventional MBS (Macrocell Base Station). However, in the case of disasters, some UEs (User Equipments) will lose connection due to SBSs that stop functioning. Thus, in this research, we focus on creating a wireless mesh network using EVs (Electric Vehicles) with base station functionality as an alternative network in the case of disasters. We assume that EVs that run out of battery become inoperable until they are charged once more. At such times, it is necessary to rebuild the network. Additionally, because the batteries of EVs also serve as emergency power sources in the event of disasters, it is important to reduce energy consumption of the network as much as possible. Therefore, we propose an EV placement and transmission power control strategy with the goal of minimizing power consumption when rebuilding the network, showing its effectiveness through simulations.
