Change in calling parties' behavior caused by indirect regulations under disaster congestion

Abstract(in English) An indirect control against disaster congestion has been proposed. It permits making a call only in a certain period assigned for a user group. This control does not only reduce the amount of traffic but also enables us to reduce communication demand, that is, holding time in spite of no restriction of holding time. We conducted experiments when the number of user groups was ten and the periods to permit making a call were 10 min, 30 min, 60 min, and 90 min. This article investigates the relation between the calling rate and the periods to permit making a call.
