Highly Efficient Model to Calculate Radio Protection Area for Spectrum Sharing in VHF-Band

Abstract(in English) The VHF band is currently allocated for public broadband wireless communication (PBB) systems for safety and security in Japan. Since the VHF band has a long wavelength and can secure a wide communication area, there have been increasing demands for its utilization not only for public users but also for general users. Currently, there are discussions on utilizing the frequency band adjacent to the band allocated for PBB systems, because the band is currently not used by anyone and called V-High band. However, since the bandwidth of only 14.5 MHz is allocated for PBB systems in the V-High band of 207.5 ?222 MHz, spectrum sharing technologies should be used to allocate a large number of systems in this limited band. To realize the spectrum sharing, it is important to calculate the radio protection area (RPA) of each system appropriately and avoid interference between different systems. However, in the existing RPA calculation models, there are problems of setting the RPA excessively or, conversely, problems of generating unprotected areas. We propose an RPA calculation model that introduces location gain to solve this problem and reduce the RPA. This report newly proposes a method using multiple regression analysis for determination of undetermined coefficients for location gain estimation on the basis of this model, and evaluates the performance of the proposed RPA estimation method by using the results of radio propagation experiments in urban environments, and shows that the proposed method achieves a more efficient estimation of the RPA than the conventional models.
