Abstract(in English) We are being shocked by the whistleblowing of Francis Haugen, a former employee of Meta (formerly Facebook). The revealed Meta’s practices is about children. The company increased time for user to stay at their apps by failing to address harmful contents. There is a growing policy debate to hold platforms more liable for such harmful content. This study dives into the UK's Online Safety Bill, which is a outstanding example of such a policy, and examines how harmful content should be regulated. The study finds that the Bill does not simply shift from provider immunity to a proactive duty of care, but introduces specific steps which entities should comply with. While the approach may increase the predictability and performance rate of the rules, it may also increase the administrative burden of updating the obligations.
