Development and Evaluation of a Three-Dimensional Structural Diagnosis System for Damaged Houses Using SfM/MVS

Abstract(in English) In areas where major disasters (e.g., huge earthquakes, heavy rains, and floods) occurred, the victims need to obtain a "disaster victim certificate". The certificate proves the extend of the damage to the house and needs to receive assistance from the government and insurance companies. To publish the certificate, the staff of the local government should survey the damage to the house. However, the number of houses that the staff can survey in one day is very limited, hence there is a concern that the delay in issuing the certificates may slow down the disaster recovery process. Therefore, in this study, we propose and develop a new diagnostic system that can create a three-dimensional model of the damaged house and can transmit it to the remote surveyors so that they can conduct a survey of the damaged house without go to the disaster area. In the proposed system, a three-dimensional model of the house is created using SfM/MVS (Structure from Motion/Multi View Stereo) based on the collected images of the exterior of the house, which are taken by the smartphones and the UAVs (Unmanned Aerial Vehicle) owned by the local government or the victims themselves who stay in the disaster area. In addition, to obtain information on the condition of the house, which is necessary for the survey, we propose a new observation method for the created three-dimensional model to automatically calculate the inclination of the house.
