An Exploratory Study on User Characteristics to Promote Data Utilization of Open Data

Abstract(in English) Currently, governments and local governments are releasing and utilizing open data for the purpose of information disclosure and regional development. In the case of effective utilization of open data, there is a circulation of services among three major parties in the open data ecosystem: a) data providers, b) users, and c) users of services using the data. In this paper, we focus on c) service users, and report on the results of an online exploratory survey of 797 valid responses, and probit analysis, in order to identify the characteristics of users that may promote their participation in the open data ecosystem.
