Abstract(in English) In order to solve the problems of local communities, it is necessary for local residents to support each other. Therefore, the authors are developing a VR learning system that provides learners with opportunities to learn about local communities in a virtual space, and leads them to local communities in the real world. In this paper, we use a VR platform which has management functions suitable for community needs. We have limited the target domain to disaster prevention and added specific functions to support risk assessment training related to voluntary disaster prevention in the virtual community. This paper introduces the system developed based on the design.
