Performance evaluation of priority control scheme for the shortest reservation call in disaster congestion

Abstract(in English) When a disaster such as an earthquake occurs, telephone traffic to the disaster area increases rapidly for mainly safety confirmations and leads a telephone network congestion. The existing congestion control for telephone network regulates the call demands at the subscriber switches or cellular phones, which results in drastic decrease of call completion rate. Disaster emergency message dial service does not meet the user needs to confirm the safety and to talk directly. In this paper, we evaluate transient characteristics and verify the improved reservation control scheme which suppresses divergence of the number of waiting calls. It was clarified that the number of reservation calls diverges as the traffic volume increases. Furthermore, as a method of suppressing this divergence, we propose an improved scheme to reduce the desired holding time by a fixed rate when the number of waiting reservation calls exceeds a threshold, we evaluated the average waiting time and the threshold excess rate characteristics and confirmed that the proposed scheme can stabilize there characteristics.
