Abstract(in English) In the personnel resource allocation, the efficiency improvement by semi-automatic allocation using machine learning and combination optimization is expected. In order to realize the semi-automatic allocation, it is necessary to construct a human "intention" that can be used by all people. In this paper, we improve the model focusing on the tolerance of constraints (discretion) and revalidate it. As the result, it was possible to make the allocation plan which was more similar to the plan which the assignor made, and the evaluation that it was similar to the plan of oneself was obtained from actual assignor.
