Abstract(in English) Automatic Identification System (AIS) is used for assisting safe sailing of vessels and passenger ships, e.g., as an aid for enhancing collision avoidance. AIS is fitted on a vessel or a ship and it periodically transmits information packet of the vessel or the ship including own identifier (ID), locations with time, sailing speed, course over ground, etc. The information packet is captured by other vessels, ships, and coast surveillance stations. Vessels or ships that carry an AIS are able to share the information and use them as references to assist safe sailing. AIS is composed of special communication equipment as well as special user equipment and radio license is required to hold an AIS. AIS is mandated for all vessels 300 GT and above as well as all passenger ships. Due to the above reasons, the ratio of non-mandated vessels and ships that carry AIS is very low. Our aim is to develop a Ships Emergency Sensing and Alarm System (SENSAS) using license-exempt communication modules and general-purpose user equipment. SENSAS is composed of communication hardware, communication software, and user equipment including software. Developing communication software refers to IEEE 802.15.8, an international standard for peer aware communications (PAC). In this paper, we report communication software development for the case that the number of transmitted data packets is smaller than the channel capacity.
