Abstract(in English) | Ten years are about to pass since the Great East Japan Earthquake. In order to solve the problem of communication blackout due to electricity outage and telecommunication infrastructure troubles, we started joint research of “off-grid” smartphone ad-hoc networking with Tohoku University in 2012, and finally produced "Relay-by-Smartphone?" technology. Then we promoted the social implementation of that technology with Kochi City anticipating enormous damages by the Nankai megathrust earthquakes, and in April 2019, "Kochi City Tsunami SOS App" service was started. In this paper, instead of describing the technical aspects of Relay-by-Smartphone, we describe the importance of universal design for general public use of Relay-by-Smartphone. We also introduce a demonstration experiment in “Enhancement of National Resilience against Natural Disasters” in the second term of the Cabinet Office's Cross-ministerial Strategic Innovation Promotion Program (SIP). In that program, we succeeded in cooperating of the Quasi-Zenith Satellite System Safety Confirmation Service(Q-ANPI) and Relay-by-Smartphone in order to quick grasp the safety information under communication blackout spread in wide area. |
