Abstract(in English) Local governments are required to respond to large-scale and diverse natural disasters promptly and appropriately. Local governments of Japan use the disaster prevention administrative radio and FAX are used as communication tools to share disaster information such as damage status report, but there are many problems in terms of accurate and prompt information transmission. On the other hand, it is also expected that mobile communication systems or internet access in such a disaster area cannot be used due to congestions or damages of the network infrastructures. In this paper, we propose Die-Hard Network?, a network information system that enables business continuity even though a public communication outage occurs under a large-scale disaster. We conducted a demonstration at the disaster drill and experiments using its prototype.
