Abstract(in English) | Theories and practices to prevent a recurrence of accident have been important in the past half century. Recently risk assessment has become important for the same objective. The issue of safety assurance of complex systems such as systems of systems created by network systems will be more important in coming half century. In order to resolve this issue, this paper proposes taxonomies of hazards and risks from the perspectives of their controllability and the uncertainty of event occurrence and knowledge on hazards, and clarifies the concepts of fundamentals for safety, safety principles and safety measures. |
