A Tool for Analyzing and Simulating Fire Department Configuration

Abstract(in English) The fire department configuration, which determines the numberand the locations of fire stations as well as the formation offire trucks, is a key element to achieve efficient firefighting operations under limited resources. In this paper, wedevelop a tool, called FD-CAST, which visualizes estimatedarrival information of fire trucks for given fire departmentconfiguration. FD-CAST first computes the distance and timebetween every pair of a fire station and a town block, basedon the configuration and geographic information. Then, assuming that a fire occurs at a town block, FD-CAST derives adesignated set of fire trucks to be dispatched and theirestimated time of arrival. The result is visualized in atable and a choropleth map. A user can alsosimulate various situations by modifying the configurationinformation. We have implemented a prototype of FD-CAST, andconducted case studies with practical examples. Throughfeedback from fire officers, we confirm the effectiveness ofFD-CAST for analyzing the fire department configurationproblem.
