Abstract(in English) In recent years, the risk of natural disasters such as typhoons and earthquakes has increased, the scale has increased, and damage has also increased. If a communications infrastructure or power infrastructure is damaged, the risk of disrupting communications increases.As a means to solve the problem of communication interruption, there is Relay by Smartphone("Smaho de Relay"). "Smaho de Relay" is a terminal-to-terminal communication that sends and receives messages from a smartphone to a smartphone using short-range wireless communication such as Wi-Fi or Bluetooth on the smartphone. Kochi City officially introduced a "Tsunami SOS App" in April 2019 in preparation for being submerged in a wide area due to the tsunami caused by the Nankai megathrust earthquake. Conducted training using "Tsunami SOS App" with Kochi City citizens. From the results of the questionnaire, we received a positive evaluation for "Tsunami SOS App". In addition to technical value, the point where short-range wireless communication was introduced in Kochi City is that it was designed to be user-friendly and easy to understand (universal design).
