Air Traffic Management Issues caused by Unmanned Aerial Vehicles' Flights

Abstract(in English) Revised Japanese aviation law defined the flight rules and the flight airspace for small unmanned aircraft systems, called drones. As the law, the flight airspace is separated between manned aircraft and unmanned aircraft in principle. However, in reality there are flights of manned aircraft in low level airspace and competition is occurred with manned aircraft and drones. The concerns of confliction between manned aircraft and drones increase as increase of number of drone flights. This paper provides the information sharing mechanism and traffic management concept rends currently being considered for low altitude airspace safety.
