Abstract(in English) To ensure that sufficient spectrum is available to support the increasing demands of mobile data traffic, governments and regulatory authorities in the United States and the United Kingdom have tried to promote spectrum sharing between mobile service and other licensees, including broadcast, satellite and government, in parallel with spectrum repurposing. While mobile operators emphasize exclusive spectrum licensing as a central to the success of mobile service, now they contemplate spectrum sharing would be an opportunity to open up access to new spectrum if the sharing framework is appropriately established.
