Abstract(in English) The important thing in designing an information system that operates in an evacuation shelter is to design a system that does not become dysfunctional due to unexpected events. In general, redundant configuration of facilities can be considered as a method to prepare for unexpected events, but in evacuation shelter case, from the aspect of cost-effectiveness, an approach that is the reverse of redundant configuration is required. In other words, it is important to ensure resiliency that will not result in overall malfunction even if several facilities are lost. In this paper, we describe a system design and implementation method incorporating resiliency for the evacuee list management system which operates in a evacuation shelter, and then verify its effectiveness through evaluation experiments.
