Abstract(in English) In most websites for mobile devices, CSS image sprites are widely used to play consecutive images thatrepresent a video sequence for advertisement because an auto-play function of a video sequences is disabled. In thiscondition, compression efficiency becomes worsel: highly efficient video coding scheme using motion compensationcannot be used. This causes increase of the data size for video advertisement, which is significant problem forvideo advertisement publishers. To solve this problem, this paper proposes a novel image quality control schemecompatible with existing legacy JPEG decoders that can reduce the total size of coded data without degradingsubjective video quality.
