An Accounting Model of Prioritized Packets for NGN Connection Charge

Abstract(in English) In “Working Group for reviewing NGN cost driver” held in the Ministry of Internal Affairs and Communications, Japan from December 2018 to February 2019, a mathematical formula model for cost allocation among packets with different priorities in NGN was proposed. The model is based on the idea that the cost allocation should be proportional to the minimum increment of the output link speed required to avoid degradation of service quality (average waiting time) of all the priority classes when the packet arrival rate of particular priority class increases.
