Abstract(in English) Standard specifications that realize mutual availability in data distribution are indispensable for cooperation between different fields. On the other hand, formulation of standardization processes where all kinds of things are connected through the Internet cost and time to form consensus because of stakeholders diversify. Standard setting organizations have evolved the specification development process to simultaneously realize consensus formation among various stakeholders and early diffusion. In this research, I analyzed the evolution of the management policy of standard setting organizations and discuss the strategy for encouraging data transaction.
