During the implementation of extended producer responsibility, or EPR, the economic responsibility has the most significant influence on the producer even sometimes in a negative way. In this paper, two basic ways of assigning the economic responsibilities are studied based on the theory of economics. Influences of each way is analyzed and compared, on the basis of which different industries are categorized into mainly three groups. It is concluded that effective EPR programs should be designed in terms of the industrial differences. Accordingly, producer’s adaptive strategies are investigated and suggested with the consideration of the above differences.
