A two-dimensional Rotman-lens multi-beam antenna using step radiating elements in multi-layer substrate integrated waveguide was designed in the millimeter-wave band. Metal patterns between the substrates are partly etched to form Rotman-lens in the E-plane as well as in the ordinary H-plane Rotman-lens feeding circuit. A complete two-dimensional multi-beam forming circuit is integrated in the multi-layer substrate. All dimensions were designed taking limitations for fabrication into account. The beam-forming performance was evaluated by electromagnetic simulation in this work.
