Dynamic QoS Pricing to Prevent the Tragedy of the Commons in the Internet

(in English) What does the tragedy of the commons mean? It is a theory that we all act self-interested and consequently this is to the ultimate detriment of our common resources. Almost forty years ago, Garrett Hardin published a famous paper called "The Tragedy of the Commons". He decided to analyze farmers from the perspective of a game theory; there is a group of farmers who must graze their cattle in the same small patch of grass, or commons. Everyone only takes his own interest into consideration and tries to graze the public patch as much as or as frequently as possible. Consequently, all the grass is consumed or dies out and all the cows starve. Namely, due to selfishness, each individual act counters the public grasslands, and the social utility is minimized in the long run. Unfortunately, the Internet is a typical case in point. Today many Internet services like E-mail, FTP, and other streaming applications, such as video and audio services, are available. The advent of WWW access to information on the Internet has become easier and more user-friendly. Individual users behave selfishly and try to use Internet services as much as possible. Consequently, large volumes of data cause serious congestion problems on the Internet. The delay will become larger and larger, and more and more data will be lost in the routing path. A possible pricing approach could possibly be used to maintain the Internet as a usage resource. In this paper, we considered the relationship between the tragedy of the commons and price setting. We analyzed the different popular price settings from the perspective of economic efficiency. At last, to balance the tractability and economic efficiency, we proposed a dynamic multiple quality of service price setting scheme and stated that a game theoretic analysis should be done in the future.
