Dual-Use Technology and AI -- A Review from the Global Viewpoint --

(in English) This paper discusses double-use technology, which has both peaceful and military uses, from a global perspective, focusing on AI research and development. The roots of double-use technology are in DARPA in the United States, which was established under the national strategy to overcome the Sputnik crisis, was planned, implemented, succeeded, and the result realized the present information society. Major countries in the world have established similar R & D organizations with reference to DARPA, and are working on research and development of double-use technology nationwide. Regarding the dual-use dilemma, we are aware of the problem and are taking various measures. On the other hand, the academic community in Japan is currently negative about this. We hope that this paper will be a catalyst for discussions on the future.
