Development of FEC Encoder/Decoder for IP Network to Compensate for Rain Attenuation in Satellite Broadcasting

(in English) We are developing a diverse reception system which uses the route diversity between a broadcasting satellite and IP network to compensate for 21GHz-band rain attenuation. This system improves the service availability by recovering a rainy area where satellite signals occasionally cannot be received due to rain attenuation with signals from a sunny area via a best-effort (BE) - IP network. A BE-IP network is useful for widespread deployment of this system because of low-cost, however its quality is not guaranteed and the packet loss occurring in the network becomes a problem. Therefore, we developed a forward error-correction encoder/decoder (ENDEC) to compensate for the packet loss with an error-correction code for satellite broadcasting. By using the same error-correction code between satellite broadcasting and IP network, the decoding algorithm can be shared, and seamless switching between both channels can be achieved.
In this paper, we describe the outline of the diverse reception system and the structure of ENDEC, and show that an error-correction code for satellite broadcasting can achieve high error-correction performance against burst packet loss in IP network.
