The Requirement of the Consensus Building for the IoT Services using the Personal Data in Emergency

(in English) The management standard in the data under the cloud computing services depends on the ISO/IEC specification or the business practices. The data that IoT business company manages is controlled and operated as the cross-border data in the overseas data center in association with the popularization of IoT services. This paper proposes the guiding principle how the data management should be done considering the regal regulation of the place of the physical data on the premise that the emergency situation happens with providing the IoT services. It is important how the information governance is implemented to try for the both of data protection and data sharing by continuing the IoT services, in peacetime same as in emergency. This indicates the important viewpoint of the personal data how to build the consensus between the stakeholder in the IoT services.
