Traffic engineering using incomplete information for cellular networks in case of disaster

(in English) In case of disaster, traffic may increase and people move in the different way from the normal behavior, which may cause congestions on the links from some base stations. One approach to mitigating such congestions is to relay the traffic from the congested area via the other base stations. In case of disaster, the congested area may change in time. That is, we should immediately know the congested areas and calculate the routes to mitigate the congestion. Therefore, the interval to perform the route reconfiguration should be short. However, measuring traffic information accurately of the whole network is difficult to be obtained in a short interval. We have proposed a method to perform the TE even in the case that only a part of traffic information can be obtained at each time slot. In this paper, we apply our method to the route control in the cellular network in case of disaster, and demonstrate that our method mitigates the congestion.
