Scene Text Detection and Tracking System for Assisting Visually-Impaired People

(in English) Text-Reading device with a wearable camera can help visually-impaired people who have difficulties in getting the text information from the scene. However, it will be effective only when the device is able to detect text regions and track them without confusing multiple regions. This paper proposes a new text discrimination method for the scene text detection applicable to Japanese and Chinese. Compared with the former method, our new method can achieve accuracy improvement by 26%. In addition, we also propose a new text tracking method that can cope with the splitting and merging of the text regions.
