A Heuristic for Quickest Transshipment Problem and its Application to Evacuation Planning

(in English) Quickest transshipment problem is defined by a multi-source, multi-sink dynamic flow network, each source of that has a specified supply and each sink has a specified demand. The problem aims to finding a feasible dynamic flow which sends exactly the right value of flow from each source to each sink in the minimum period of time. In this note, at first we introduce three indicators of quickest evacuation; minimum evacuation completion time, minimum sum of transit times and lexicographically maximized number of evacuation completion people. Then we explain the last one is suitable for emergency evacuation situations like evacuation from tsunami, and suggest a heuristic for that.
